Ok here it goes:
1. Click on administration Panel
2. Click on General Tab
3. On left hand side click on “Categories and Forums”
4. Find category you wish to add a new forum under (example RECIPES)
5. Click the green plus sign on the right
6. Fill in the Forum name (example: Breakfast)
7. Fill in the rest accordingly
8. Save
Enjoy your accomplishment
